2 Story of the California Escrow Association |
![]() |
3 For many Americans the ultimate dream is to own a home of their own. |
![]() |
4 So what do you do? You get a Real Estate Agent... |
![]() |
5 Look around until you find something in your range, and ask how much down, and how much a month? |
![]() |
6 Then, while you are making plans for this dream house, your home is going through? |
![]() |
7 ESCROW |
![]() |
8 But did you know that "Escrow" is a California Creation? |
![]() |
9 "Going into Escrow" is a phrase heard in this area almost every time a piece of property is bought and sold |
![]() |
10 It was not always so, however. Until fairly recent times a transaction involving real property called on the services of an attorney, exclusively, who would in the parlance of the trade "bring down title" |
![]() |
11 Today the escrow concept is firmly established throughout California. |
![]() |
12 And the profession is growing at an accelerated rate. |
![]() |
13 ...and is a familiar and respected institution in California. |
![]() |
14 And the California Escrow Association has played a major role in building this respect. As a matter of fact, the CEA really got in on the ground floor of California's real estate boom. |
![]() |
15 It all started one day back in 1925, when a few Los Angeles escrow officers and super-visors met to discuss problems of mutual interest. |
![]() |
16 The discussion proved so valuable they decided to invite escrow officers of other companies to attend the next meeting. |
![]() |
17 "By George! Why Don't we call this thing the California Escrow Association?" I love It! |
![]() |
18 And so it was, in that very year an association was formed for the purpose of presenting and discussing common escrow concerns. So in 1925 the name California Escrow Association |
![]() |
19 And the first meeting was held in the Brack Shops, located on 7th Street in Los Angeles, with John C. Campbell as their first President. |
![]() |
20 And in 1945 the well read, "Escrow Indian" appeared - a monthly publication the forerunner of many publications soon to appear. |
![]() |
21 In 1956, the CEA which then encompassed only the Los Angeles area gave up this title, becoming the Los Angeles Area Association, so that a new and truly statewide organization could emerge. |
![]() |
22 Now in its 25th year, the California Escrow Association includes 29 regional organizations throughout the state, dedicated to the professionalization of escrow personnel. |
![]() |
23 |
![]() |
24 Since that time 22 regionals have joined CEA; Antelope Valley, North San Diego, Orange County, Sacramento Valley, San Diego County, San Fernando, San Gabriel Valley, Southwest, Ventura County, Tri County, Kern County. |
![]() |
25 Southeast, Central Coast, Bay Area, Desert, East Bay, Central Valley, Monterey Bay, High Desert, Santa Clara Valley, North State, Alameda and Sonoma County. |
![]() |
26 As a matter of fact, it is here in the regional associations that many of the greatest benefits of CEA membership are found. |
![]() |
27 CEA is now 3600 members strong and it does a lot of things for a lot of people in the escrow field. |
![]() |
28 But their largest contribution is a program of continuing education. In fact, CEA could well stand for Continuing Education Association.? |
![]() |
29 The first CEA President, Mr. Fred Tichenor, once said- "The escrow business is a real science, and the success of the business depends on the escrow officer." |
![]() |
30 "Success comes only with the understanding and knowledge and the ability to apply that knowledge properly." |
![]() |
31 "The ownership and transfer of real property is too important to be entrusted to the notice. The escrow business must be coordinated by men and women who are experts, and in order to attain this status they must be educated." |
![]() |
32 More recently CEA Present Arden Peterson echoed these words: "Education and the sharing of it is one of the best strengths of CEA." |
![]() |
33 "take our CEA Regional Association co-sponsored seminars." |
![]() |
34 "More and more employers recognize the importance of providing opportunities for their staff to participate." |
![]() |
35 "They know their employees come home with ideas that benefit themselves, their company and their customers." |
![]() |
36 To meet current and changing needs in the field, education committees of CEA meet regularly to design and implement workshops and seminars in such specialized areas as... |
![]() |
37 Mobilehome escrows, exchanges, bulk sales, and escrow techniques at various levels. |
![]() |
38 In addition, CEA produces an annual seminar for escrow instructors and a series of seminars for Real Estate Professionals through local realty boards. |
![]() |
39 Regional Associations also develop seminars and each year the perpetual education trophy is given to that region exhibiting the broadest and most innovative concepts in educational development. |
![]() |
40 A statewide educational conference each year draws from 1,000 to 1,500 persons throughout California and other states. |
![]() |
41 |
![]() |
42 Thirty six colleges through-out California have been approved by CEA to offer an escrow curriculum leading toward the education achievement award. |
![]() |
43 |
![]() |
44 CEA's education achieve-ment award is considered equivalentto two years of escrow experience when applying for any of the professional designations. |
![]() |
45 Professional Designations, CEA's way of identifying their members' level of professional competence, are established at four levels. |
![]() |
46 These designations indicate that an escrow officer has completed a number of years of escrow experience and successfully completed certain written and oral examinations. |
![]() |
47 So when you see this plaque over an escrow officer's desk, you know you are dealing with a competent person in the field. |
![]() |
48 In addition to the regular distribution of brochures on many subject of vital concern to people in escrow... |
![]() |
49 CEA produces the CEA news, a monthly publication with in-depth coverage on issues of current concern to escrow personnel. The first issue appeared in 1970. |
![]() |
50 Topics include a calendar of educational seminars throughout the state, discussion of current legislative concerns, helpful explanations of new and technical escrow regulations... |
![]() |
51 ...tips on better manage-ment, important happenings in escrow around the state, and a much used classified section. |
![]() |
52 No escrow person can afford to be without the CEA News |
![]() |
53 When a customer enters an escrow office to do business... |
![]() |
54 ...they want to be assured that they will e able to obtain a safe and secure transfer of properties in a minimum amount of time. |
![]() |
55 In its efforts to establish high standards for the escrow profession the CEA has a well stated code of ethics. |
![]() |
56 Every program that the CEA develops is designed in one way or another to enhance the standards of the escrow profession and to help create a growing trust on the part of the public. |
![]() |
57 Hundreds of laws come before our state and national legislators every year, laws which can dramatically affect the escrow and the allied industries. |
![]() |
58 Legislators rely on informed sources such as the CEA to keep them abreast of the current needs and problems in their field, and the potent-ial effect of developing legislation on their industry. |
![]() |
59 To keep these doors open, and to provide this type of assistance, the CEA employs a full-time legislative advocate. |
![]() |
60 And up to the minute legislative information is presented regularly to our CEA members through special articles in the CEA News. Additional information is provided in special forums, workshops and conferences held throughout the year. |
![]() |
61 ...many industries other than those specializing in escrow, are concerned with escrow matter's |
![]() |
62 These include the real estate industry, construction indus-tries, real estate financing and appraising,Title Insu-rance companies, the legal profession and others. |
![]() |
63 In northern California, escrow is a major part of a title company's operation. |
![]() |
64 The CEA provides one of the finest forums in the state, where issues of genuine concern among these organizations can be raised, and working solutions found, that benefit both the industries involved and the general public |
![]() |
65 Education, professional designation, legislation , and inter-organization liaison, are keystones in CEA's drive for full professionalization of all escrow personnel |
![]() |
66 As an escrow person in California you can have justifiable pride in your profession, in the kind of service you render and in your membership in the California Escrow ssociation |
![]() |
67 It's no accident that California has the most highly respected escrow services in the country. |
![]() |
68 It took place because a long time ago, when escrow officers and many related industry leaders saw the need of working together and the great demand for continuing education in this rapidlygrowing and changing filed. |
![]() |
69 For twenty-five years, they have been working con-stantly to improve the scope and services of this state-wide professional asso-ciation. |
![]() |
70 Only through the California Escrow Association can a person in escrow establish such a broad range of contacts in the field and keep up with the many changes taking place in escrow management and operation today. |
![]() |
71 No escrow manager or staff person can really afford not to be a member of the CEA and to participate regularly and actively in its many programs |
![]() |
72 In CEA you will make friends with some of the finest professionals in your field. Actually there are 3,600 good reasons to joining CEA, because any member of CEA could make a potential contribution to your career. |
![]() |
73 These 3,600 good reasons have now joined with 2,000 more, as a number of the Western States have just come together to form the new "American Escrow Association" |
![]() |
74 In such a rapidly changing field it is essential to "keep up to keep ahead!" |
![]() |
75 In California, in escrow, you can do this through the California Escrow Association. |
